Cabbage Patch Stew and Dumplings

1 pound ground beef
2 medium onions, thinly sliced
1 1/2 cups coarsely chopped cabbage
1/2 cup celery, chopped
1 16-ounce can stewed tomatoes
1 15 1/2-ounce can kidney beans
1 cup water
1 teaspoon pepper
1-2 teaspoons chili powder
2 cups Bisquick baking mix
1/2 cup milk
Cook and stir ground beef in dutch oven until light brown. Drain and add onions, cabbage and celery. Cook until vegetables are light brown. Stir in tomatoes, kidney beans (with liquid), water, salt, pepper and chili powder. Heat to boiling, reduce heat. Stir baking mix and milk together to form a soft dough. Drop by spoonfuls into boiling stew. Cook uncovered for 10 minutes. Cover and cook 10 more minutes. Makes 4-6 servings.
