Scandinavia Rice Pudding

1 cup water
1 cup short rice
1 tablespoon margarine
3 cups milk
1/4 teaspoon salt
1/4 cup sugar
1 teaspoon vanilla flavoring
1/4 teaspoon nutmeg
Mix 2 tablespoons sugar with 1/4 teaspoon of cinnamon.

Bring water to boil in heavy three-quart saucepan. Stir in rice and margarine. Cook uncovered over medium heat four to five minutes, stirring occasionally, until water is absorbed and rice is creamy. Stir in milk and salt. Bring to a boil over medium heat. Reduce heat and cook on low, covered and simmering for 30 minutes. Stir occasionally until rice is tender. Stir in sugar and vanilla. Pour into casserole dish or individual bowls or dishes. Sprinkle with topping and serve warm or cold. Serves six.
